We must demonstrate even greater resolve in optimizing development momentum by further intensifying the integration of R&D resources, encouraging and supporting more enterprises to proactively “go global,” and accelerating the realization of an innovation model in which R&D is concentrated in Beijing, Shanghai, and Guangzhou while commercialization takes root in Xinghua. We should also deepen efforts to harness the full potential of talent by guiding outstanding individuals from outside the region to closely align with their hometown’s development needs, thereby attracting more high-quality projects, cutting-edge technologies, and high-end production factors.
